The restrictions have become necessary due to developing hot, dry weather along with annual plant growth which contributes to an increasing fire danger. These conditions greatly increase the risk of major wildfires according to Cliff Pearlberg, State Fire Prevention Officer. The restrictions will apply to All State Trust Lands within Gila, La Paz, Maricopa, Yavapai, & Yuma counties. The restrictions will remain in effect until July 31st, 2008 or until further notice.
The restrictions are as follows: • Building, maintaining, or using a fire, campfire, or charcoal burning device except as specifically permitted by the State Forester on a case by case basis is prohibited. Petroleum fueled stoves, lanterns, or heating devices are exempt from these restrictions. • Using fireworks as defined in ARS § 36-1601 is prohibited. • Smoking, except within an enclosed vehicle, building, developed campground, or stopped in an area at least 10 feet in diameter that is barren or cleared of all flammable materials is prohibited. • Welding or operating acetylene or other torch with an open flame is prohibited. These restrictions apply to all permits and leases issued by the State Land Department & holders of hunting & fishing licenses. Any state, federal, or local fire or law enforcement officer, or member of an organized firefighting force is exempt from these prohibitions while in the performance of their official firefighting duties. Presiding Judge Boyd T Johnson has announced a sweeping reorganization of Pinal County Superior Court effective April 15th, 2008, to enhance the Court’s ability to serve the public & handle its growing caseload with existing resources.
This reorganization is the result of several months of planning by Judge Johnson, which eventually included all of the Judges & Court Administration. Beginning in the closing months of last year, the 9 Superior Court Judges who serve in elective offices, along with the full-time grant funded Judge pro tempore & the full-time Family Law commissioner (who also serves as a Judge pro tempore), worked at Judge Johnson’s direction to discuss how to better serve the public & increase the efficiency of the Court system without seeking or utilizing any additional resources at this time. As a result of those discussions, Judge Johnson has issued Administrative Orders that establish 4 specialized Courts: Civil Court, Family Court, Juvenile Court & Criminal Court. About the reorganization & reassignment of Judges, Johnson says: “Assigning responsibility for handling related types of cases to a limited number of judges, assigned to a specific area of law, will allow those assigned judges to become intensely familiar with that area of law thereby increasing the capability & efficiency of each individual Judge. Appointing a Presiding Judge for each specialized Court gives that Judge & the others assigned to that Court, time, incentive & authority to develop fresh ideas & perspectives on the manner in which that Court processes its cases.” “It should be reassuring to the public that all of the Judges are dedicated to being more knowledgeable & efficient in deciding the cases that come before them. Rotating the nature of the assignment that each Judge receives allows each Judge, during the period of a particular assignment, an opportunity to learn new skills or sharpen existing skills in a particular area of law,” Judge Johnson explained. “It also conveys the message that no single area of law is more important or valued than any other; each area of law deserves the best skilled & trained attention possible. The Pinal County Animal Care & Control has two upcoming vaccination clinics at the shelter at 764 South Eleven Mile Corner Road. These clinics can't come soon enough. The clinics are May 10th, from 8 am to 10 am & June 7th, from 8 am to 10 am.
The Pinal County Public Health Services District has issued another advisory for animal rabies to all residents of Pinal County. On May 9th, 2008 a skunk found in the Maricopa area tested positive for rabies at the Arizona State Public Health Laboratory. This is now the 11th animal in 2008 to test positive in Pinal County. The skunk was killed after a fight with a dog. Public Health personnel are investigating to make sure that there are no human exposures. “The dog was not vaccinated as required by law & will have to be euthanized to prevent transmission of the virus to humans,” said Pinal County Public Health Director Tom Schryer. The identification of rabid animals statewide serves as a reminder of the potential for rabies in wild animals in Arizona. Rabies is an infectious disease that affects the nervous system, including the brain & spinal cord of animals & humans. It is caused by a virus present in the saliva of infected animals & is transmitted to humans through contact with the live virus. Rabies is fatal to humans once symptoms appear. There has not been a documented case of human rabies in Pinal County for decades. Gila County Reproductive Health ClinicAs first reported on the March 4th, "Ride 94 News", the Gila County Division of Health and Community Services will begin a Reproductive Health Clinic once a month this Spring. The clinic will provide a pelvic exam, pap smear, STD screening, breast exam, & family planning with a nurse practitioner. This service will be provided free due to funding from Arizona Department of Health Services and is targeted to patients who do not have AHCCCS or private insurance and whose income is 150% below the federal poverty level. AHCCCS Honored With The 2008 “Long Shot” Award
Two-year-old children enrolled in the Arizona Health Care Cost Containment System (AHCCCS), Arizona’s state Medicaid program, have higher rates of completed immunizations than children enrolled in other Medicaid managed care programs across the nation, as well as those covered by commercial health plans.
In a recently completed study, the rate of Medicaid-eligible children with complete immunizations for 10 childhood diseases by 24 months of age was 81.4%, compared with an average of 73.4% for Medicaid health plans nationally & 79.8% for commercial plans. The rate of AHCCCS-covered children enrolled under the Child Health Insurance Program, known as KidsCare, was 88.4%. The current AHCCCS rates represent all-time highs & also exceed the “Healthy People 2010” objective set by the U.S. Department of Health and Human Services, recommending that 80% of children be fully vaccinated with a series of 5 vaccines that protect against 9 diseases, such as diphtheria, whopping cough, measles, hepatitis B virus & chicken pox. Pima Freeway Ramp Meters Will Be Activated Next Week
Ramp meters that help improve the flow of freeway traffic while creating safer merging conditions are scheduled to be turned on at several on-ramps along the Loop 101 (Pima Freeway) in Scottsdale on Tuesday, May 13th. The ramp meters have been installed at both northbound & southbound entrance ramps & will be activated during morning & evening commute times, according to the Arizona Department of Transportation (ADOT).
The northbound ramp meters will be activated at Thomas Road, Chaparral Road, McDonald Drive, Via de Ventura, 90th Street, Shea Boulevard, Bell Road & Union Hills Drive. The southbound ramp meters are located at Princess Drive, Frank Lloyd Wright Boulevard, Raintree Drive, Cactus Road, Shea Boulevard, 90th Street, Via de Ventura, Indian Bend Road, McDonald Drive, Chaparral Road & Indian School Road. Many of the ramp meters will be activated during both the morning commute from 6 to 9 am & during the evening commute from 3 to 7 pm. However, all new ramp meters will switch to operating just once a day—either only in the morning or at night—once construction of new HOV lanes on Loop 101 is complete early next year. Westbound I-10 Restricted To One Lane Until MondayDrivers on westbound Interstate 10 traveling to the Phoenix area from the Southeast Valley, Casa Grande & Tucson are urged to consider alternate routes 7 allow for extra travel time. The freeway will be restricted to one lane south of the Loop 202 (Santan Freeway) interchange for rubberized asphalt paving.
As part of the Quiet Pavement program, the Arizona Department of Transportation (ADOT) is currently adding rubberized asphalt to freeways throughout the Valley in order to improve noise & road conditions for drivers & the community. The month of May is one of the seasonal windows for applying rubberized asphalt because temperatures must be at an optimum level during the process. This weekend, westbound I-10 will be narrowed to one lane beginning at Queen Creek Road & Loop 202 (Santan Freeway) from 11 pm Friday to 5 am Monday (May 12th). Work will begin in the left lanes & switch to the right lanes at 9 pm Saturday. To access I-10 from Wild Horse Pass Boulevard during ramp closures, drivers can take 56th Street to Chandler Boulevard. I-10 drivers heading to the Southeast Valley can exit at Riggs Road, travel to Alma School Road & then head north to Loop 202. In addition, ramps connecting westbound I-10 to east & westbound Loop 202 will be closed at the Saturday night switch. Thursday, May 8. 2008Globe Resident Dies In Pedestrian/Truck AccidentOn the evening of April 6th, personnel from the Globe PD & Globe Fire and EMS were dispatched to the area of Hackney & Willow Street's in reference to a vehicle/pedestrian accident. It was determined upon arrival that Duane Flegge, 49 of Globe was struck by the truck after he walked into the roadway. Flegge was pronounced deceased on scene. The driver of the truck was Kenneth McManus of Tempe. McManus was not injured.
This is an ongoing investigation, and there are no further details at this time. Bidder Buy's ADOT Freeway Parcel For $4.6 Million At Auction
The Arizona Department of Transportation’s first-ever mass property auction produced one winning bid on an excess commercial parcel near the Loop 202 (Santan Freeway) & Lindsay Road in Gilbert.
The land tentatively sold for $4.6 million at Wednesday’s auction, matching the state’s appraised value. The 13.3 acre site is near the northwest corner of Loop 202 & Lindsay Road. The name of the winning bidder will be available once the sale of the property closes escrow. Proceeds from the sale of excess freeway property will be reinvested to help fund future freeway projects. The Gilbert-area property was one of eleven excess property parcels up for auction. Overall, auction offerings ranged from $5.1 million for a 15 acre site in the East Valley to $427,000 for a parcel along Grand Avenue in the West Valley. In all, the 11 parcels had a combined appraised value of more than $20 million. Arizona Department of Environmental Quality Director Steve Owens announced that the ADEQ will award a $50,000 Brownfields grant to the City of St. Johns in Apache County to conduct an environmental evaluation of a former gas station and car dealership site where the City wants to build its new City Hall. The property is located at 70 E. Commercial Street in St. Johns.
Several underground storage tanks were operated on the property, but the tanks were closed years ago. The grant will be used to perform a Phase I Environmental Site Assessment to determine if the property has any contamination from petroleum or other substances. The assessment will be used to determine if further study or cleanup is needed. "Our Brownfields program helps communities like St. Johns evaluate properties for potential environmental problems & then puts those properties back into productive use for the community," Director Owens said. "This grant not only will help the City put a blighted vacant property back to good use, it also will give St. Johns a great location for its new City Hall. We are very pleased to work with the City on this important project." Wednesday, May 7. 2008Chase On Hunt Highway Results In FatalityWhat started out as a robbery call earlier this morning, ended in a fiery crash. A Pinal County Sheriff's Officer attempted to pull over the burglary suspect. He refused & then proceeded to lead a chase with speeds varying 85 - 90 mph in his pickup truck. While heading down the westbound stretch of the Hunt Highway, the suspect tried passing two cars around Thompson Road. In his attempt, he collided with an 18-wheeler, resulting in both vehicles to ignite.
The suspect wasn't able to get out and died on scene. The driver of the semi was able to exit from the rig's passenger side and escape with minor injuries & will be fine. Hunt Highway (between Ellsworth and Gary roads) was closed for several hours, so officials could investigate & eventually cleared the scene around Noon. The suspect had reportedly stolen $200 from the Queen Creek QuikTrip when he robbed the store at knifepoint around 2:30 am. Pinal County Reaches Historic Agreement With Union Pacific![]() The Pinal County Board of Supervisors, along with mayors from Casa Grande, Maricopa & Eloy announced a landmark agreement between the cities, county & the Union Pacific railroad this morning. The agreement is of historic importance because it represents a commitment of all parties to make our communities safer with technology & permanent structures - not just today, but in decades to come. “Specifically, this agreement sets forth a 25-year commitment to constructive cooperation & financial support for safety improvements,” David Snider, Chairman of the Pinal County Board of Supervisors said. “The railroad will be committing a total of $35 million dollars to design & construct at least three, possibly four, grade-separated crossings over a 25-year period.” Grade separation means you take automobile traffic completely out of the path of trains - either by constructing overpasses or underpasses. Saying that local decisions are best made at the local level, the Pinal Board of Supervisors thanked the mayors of Casa Grande, Maricopa & Eloy for their participation in the discussions leading up to the agreement. She was born on December 15th, 1944 in Globe. Before she started teaching Junior High School Science for the Miami School District, she taught in Superior, Glendale, & Phoenix. She also started the annual "Fishing With Attitude" overnight campout for Junior High students from all over the state. She also organized and sponsored student trips to the Florida Keys to study Oceanography.
Funeral services will be held May 8th at 9 am at 237 S. Sutherland St. in Globe. Her interment will be at a family cemetary at the El Capitan Ranch. August Hardt ServicesServices will be held Friday for August V. Hardt, 67, who died Monday following a skiing accident at a Roosevelt Lake family reunion he had organized. A native Arizonan, he was born and grew up in Globe and lived all of his life in Arizona, moving throughout the state to work as an engineer for the Arizona Department of Transportation (ADOT). From 1968-1970, he was Globe area engineer for ADOT.
A memorial service will be held at 5 pm on Friday May 9th, 2008 at the University of Arizona College of Medicine Phoenix Virginia G. Piper Auditorium located at 550 E. Van Buren St. Phoenix. August was a proud graduate and supporter of the University of Arizona. Immediately upon graduating from the UofA in 1963, he became an engineer-in-training for the State Highway Department (later to become ADOT). He worked there 33 ½ years until his retirement in December, 1996. At that time, he was state operations engineer. After retirement, he worked for Entranco, a consulting engineering firm, until it was sold to DMJM Harris. August was consulting with DMJM at the time of his death. He loved his work, he loved his family and he loved his state. An avid outdoorsman, he hunted, fished, boated and hiked in most of Arizona’s rivers, lakes, canyons and mountains. He also liked to travel and had visited 42 states & 9 countries with his wife, Mary Baack Hardt, who he called “my life’s love” in a recent life history he wrote for the family. In addition to his wife, of Avondale, August is survived by his daughter, Monica Delisa, and her husband, Vince, of Tucson; his son, Eric, and his wife, Gina, of Peoria; grandchildren Marlina, Gina and Sofia Delisa and Amanda Clark, Riley, Carson and Avery Hardt; his sisters, Kathy Elowitz of Globe; Jo Foti and her husband, Vince, of Phoenix; and Athia Hardt, of Phoenix; seven nieces and nephews, and four great nieces and nephews; his mother-in-law, Alice Baack of Texas; his brother-in-law, Richard, of Texas, and his sister-in-law, Patty Baack, of Claypool. He was preceded in death by his father and mother, Senator A.V. “Bill” and Athia Hardt. The family asks that in lieu of flowers memorial gifts be given to the August Hardt Endowed Scholarship to support students from Globe High School attending the University of Arizona to study Engineering or Math. Randy Johnson Closes In On 300The hero of last night's game between the Arizona Diamondbacks & the Philadelphia Phillies was Stephen Drew. His three-run homer capped off a five-run 4th that proved to be the most crucial runs of the game. Randy started off solid when he retired the first five Phillies, but by the time the six innings he pitched were over, he allowed 4 runs, 6 hits, 2 homers, walked 2 & even hit a batter. On the positive side, he struck out six and got the win. Johnson has now tied Robin Roberts for 27th on the all-time victory list with his 286th victory. The Diamondbacks lead the league, 22-11, with their 6-4 victory over the Philadelphia Phillies.

The owner of the Beaver Dam filling station in Littlefield in Mohave County has until Thursday, May 8th, to close three underground storage tanks because of longstanding violations of Arizona's underground storage tank (UST) regulations.
The closure order against Bill Evans was issued by Judge Janet Barton of Maricopa County Superior Court. ADEQ filed a civil complaint against Evans after he violated a 2007 Consent Order, in which he agreed to follow safety regulations that he had been violating since 1998. Evans also has been fined $5,000 for the violations by the Court, but he has not yet paid the fine. Failure to close the tanks by May 8th, could subject Evans to additional penalties. The United States Academic Decathlon National Competition was April 30th - May 3rd, in Garden Grove, California where teams from all over the country competed in the National Competition. The theme for this year was the Civil War. The goal is to promote, motivate & acknowledge excellence in academic efforts & educational achievement through a program of academic competitions for high school students of all scholastic achievement levels. Arizona has one of the most competitive programs in the nation & our teams always place high at the national competition!
Results from the National Competition: Mt. View scored over 50,000 points & placed 3rd in the large school division & 4th in the overall competition, behind California, Wisconsin & Texas. AHPA Held Memorial Ceremony For Fallen DPS Officers TodayThe men and women of the Arizona Highway Patrol Association (AHPA) paid their respects to the 26 Arizona Department of Public Safety (DPS) officers who have been killed in the line of duty. The Annual AHPA Police Officer Memorial Ceremony was held this morning at 9 am.
This year marks the tenth anniversary since the AHPA-commissioned monument to honor DPS fallen Officers was dedicated. During this years’ ceremony, special recognition will be given to the original AHPA committee members who worked so hard to make the monument possible. AHPA is also commemorating this tenth anniversary with a limited edition challenge coin that will be presented to each surviving family & a special tenth anniversary display presented to the DPS. Governor Janet Napolitano & DPS Director Roger Vanderpool, spoke at today's ceremony. This annual memorial not only honors the officers, but also the sacrifices of their families. This ceremony is a solemn reminder of the danger DPS officers face every day as they protect & serve the State of Arizona. AASK Mother's Day Essay Contest WinnersAndrea Morin, 11, & Cassandra Tallman, 8, submitted the winning entries for the AASK Mother’s Day Essay Contest. They were chosen from dozens of essays from children who have been adopted from the Arizona foster care system.
Andrea, who is from Tucson , wrote about her mother, Kesha, “My mom is like air to a person, a beat to the heart….to me my mother is someone to be proud of. My mother is love, hope and kindness…the light at the end of the tunnel.” Cassandra, who lives in Tempe with, says, “I love my mom. She is so special to me. One day I might be just like my mother when I grow up. I love being with my mother. We will never ever stand apart.” Cassandra’s mother is Wanda. UnitedHealthcare Children’s Foundation are accepting applications for the 2008 grant program right now. The grants are available to help children who need critical health care treatment, services or equipment not covered or not fully covered by their parents’ health benefit plans. They include health care services such as speech therapy, physical therapy, occupational therapy sessions, prescriptions, & medical equipment such as wheelchairs, orthotics & eyeglasses. Parents & legal guardians may apply for grants of up to $5,000 for child medical services. For eligibility guidelines or to apply go to: www.uhccf.org, or call 1-800-328-5979 ext. 24459.
